The slogan answers a question about values; the question on the table was about payment. The label “public service announcements” is what lets an agency budget carry the spots. The phrase “clearly disclosed” points at the closing card, which names the payer. And “aimed at the country” sits beside audio that aired in Fox NFL games on September 27: “liberate America from these villains once and for all”. The objection is not one party’s. Thune: “I like the message. But it shouldn’t be paid for with taxpayer dollars”. Tillis, Massie and Kennedy objected too; Lummis defended the spots with precedent. Democratic appropriators say the spending breaks the ban on funds “for publicity or propaganda purposes” in Section 718 of Division E. That is their reading.
